During such a ministerial meeting , the participants are to discuss the outcomes of the several key resolutions the 18th climate change conference held in Doha late in Nov.2012 and also review the most important resolutions related to the climate change. The meeting was also attended by Qatar’s Ambassador to India, HE Hassan Mohammed Rafeh Al -Emadi , and members of the delegation accompanying HE Abdullah bin Hamad Al Attiyah . HE Al-Attiyah arrived at Chennai International Airport earlier Friday on a several days’visit to India and was welcomed upon arrival and the escorting delegation by Qatar’s Ambassador to India, HE Hassan Mohammed Rafeh Al -Emadi a number of senior Indian government officials. It is worth to mention that the BASIC group countries (also known as Basic countries or BASIC) are a bloc of four large developing countries, namley ; Brazil, South Africa, India and China;, formed by an agreement on 28 November 2009. The four members are committed to act jointly at the Copenhagen climate summit, including a possible united walk-out if their common minimum position was not met by the developed nations. This emerging geopolitical alliance, initiated and led by China, then brokered the final Copenhagen Accord with the United States. Subsequently, the grouping is working to define a common position on emission reductions and climate aid money, and to try to convince other countries to sign up to the Copenhagen Accord. However, in January 2010, the grouping described the Accord as merely a political agreement and not legally binding, as is argued by the US and Europe.
