Early voting for next week\'s by-elections closed Saturday with an average voter turnout of 4.78 percent for a total of 12 parliamentary, local government and council seats up for grabs, the National Election Commission said.The early voting for the April 24 elections began on Friday for a two-day run. At stake are three National Assembly seats and nine local government and council posts.
