Indian Prime Minister Manmohan Singh will not attend the Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka's capital Colombo, local TV reported. External Affairs Minister Salman Khurshid will lead the Indian delegation in the summit to be held from Nov. 15 to 17.
