European Union High Representative Federica Mogherini said that obtaining international approval for military action against human traffickers in Libya is not easy.

In statements Sunday, Mogherini said she will meet on Wednesday with United Nations Secretary General Ban Ki-moon and US State Secretary John Kerry in New York to discuss the issue.

The approval will be hard to get from the Libyan authorities as there is not a unified government in the country, she said.

Last weekend's tragedy off the Libyan coast, where a shipwreck in the Mediterranean left more than 750 migrants dead, has spurred the EU to plan a military mission against people smugglers.
