Interior Minister Lieutenant-General Shaikh Rashid bin Abdullah Al-Khalifa today took part in the 30th session of the Arab Interior Ministers Council in Riyadh. The session was chaired by Saudi Interior Minister His Royal Highness Prince Mohammed bin Naif bin Abdulaziz Al Saud. Lt-General Shaikh Rashid bin Abdulla Al-Khalifa delivered the following speech: I would like at the beginning to welcome you brothers in the 30th session of the Arab Interior Minister that is being held in Riyadh, Saudi Arabia. I would like also to express thanks and appreciation to His Royal Highness Prince Mohammed bin Naif bin Abdulaziz Al Saud for the great hospitality and good organization and preparation to host the meeting. I also express my thanks to UAE Deputy Prime Minister Lieutenant-General Shaikh Saif bin Zayed Al Nahyan for his efforts while chairing the 29th session of the council. I would like also to thanks the General Secretary and employees of the General Secretariat of the council for following up and coordination for all meetings and gathering, especially this ministerial meeting. We remember in the meeting the late His Royal Highness Prince Naif bin Abdulaziz Al Saud for his good efforts and role in supporting the Arab security work, may his soul rest in peace. We pray also for HRH Prince Mohammed bin Naif bin Abdulaziz Al Saud the strength to continue the process of the protection of security and stability of Saudi Arabia and enhancement of Arab security system. I hope that the council will come out with a project to immortalize the name of late HRH Prince Naif. I support the proposal of my colleagues to grant HRH Prince Mohammed the honorary presidency of the council. The Kingdom of Bahrain has witnessed in the last phase serious illegal acts of vandalism, blocking of roads and attacks against policemen with various weapons, such as Molotov cocktails, explosives, archeries and light weapons. These acts went beyond rioting and violence and turned to complete terror crimes. Police forces are dealing with armed groups and not peaceful rallies. By grace of God, security authorities have succeeded in discovering a terror cell after investigating its members, there movements and training locations for the use of weapons and explosions. The members of the cell tried to find places to store weapons and smuggle them to use them to attack vital locations and target important personalities. Through the confessions of the cell\'s members and physical evidences, the involvement of the Iranian Revolutionary Guard is clear. This reflects the interference of Iran in the internal security affairs of Bahrain to disturb security and stability. This required an Arab stance that is more than condemnation, but to take active measures to protect Arab security through the protection of the security of member countries. We believe that changes are part of life and they are achieved through commitment to order and not the spread chaos that occur in some societies. People have started to move randomly and are motivated through mixed slogans. This will make all people pay the price. There is a need to have more efforts to enhance community awareness to give priority to security to restore order and maintain security. Arab security witnesses a state of chaos and general disturbance to defame the Arab identity. Our busyness from consistent security coordination is a reason for affecting our security fronts and keeping us isolated from each others. Unfortunately, those who want to disturb security of an Arab state don\'t think of the reaction of the Arab world. Today with the disturbance in a number of Arab countries the priority is for the stopping of bloodshed and closing doors on threats. What is currently happening has relations to foreign plans. I pray to God that this meeting will be blissful for the security and safety of our nations and citizens. At the end of the 30th session, the Arab Interior Ministers Council issued a statement titled \"Al Riyadh Statement to Combat Terrorism\" in which the Ministers reject foreign attempts to disrupt the security of any Arab country and condemn Iranian support of terror operations in Bahrain and Yemen. The statement also supports the efforts by Bahrain and Yemen to fight terrorism and the role that security forces are playing in uncovering criminal plots. The Council renewed its condemnation of all forms of terrorism and stressed its commitment to reinforce Arab coordination and cooperation in combating terror plots and organized crime. The Council condemned the support and financing of terrorism, blackmail and ransom operations by terror groups to finance their illegal activities. The Council invited all countries to commit to the decisions of the Security Council and urged cooperation between GCC countries to fight crime. The Arab Interior Minister Council applauded the efforts of Arab security forces in uncovering and eliminating terrorism, especially in Bahrain, Saudi Arabia and Iraq. The Ministers acknowledged there is much experience to be shared with all GCC countries as a result of recent terror investigations in those countries. The Council called upon all member states to support the efforts of Saudi Arabia in fighting extremism. One such effort is the Mohammed bin Naif Centre for Counseling and Care that benefits from the United Nations Counter Terrorism Centre in the UN in New York as part of an initiative by the Custodian of the Two Holy Mosques. The council welcomed the opening of Abdullah bin Abdulaziz Centre for Inter-religious and Inter- cultural Dialogue in Vienna, as a positive step toward enhancing international security and peace. The Council welcomed an invitation from Iraq to hold a conference on fighting terrorism in the Arab world in mid-May as a result of decisions reached at the Arab summit in Baghdad on 29/3/2012. The Council urged Arab countries and research centers that specialize in violence and terrorism to participate in the conference. The Council\'s final statement stressed the commitment of the Arab Interior Ministers Council to support the Arab Anti-Terrorism Agreement and to fight threats of terrorism, extremism and organized crime. The council believes that the elimination of terrorism requires a comprehensive and consistent effort to eliminate terror and to affirm the unity of Arab countries.
