Maintaining order inside the Council is under the jurisdiction of the Council Speaker. The Speaker, in coordination with the Interior Minister, decide the number of guards necessary to maintain security and order. Such guards are under the command of the Council Speaker and are independent from any other authority. No other armed force may be allowed access to the Council nor stationed in the vicinity of its gates unless upon request from the Speaker. Nobody other the guards assigned to maintain security and order may carry any type of arms inside the Council campus. The Speaker lays down code to ensure this. Nobody may be allowed access into the Council unless upon permission in compliance with the code set up by the Office of the Council. Those permitted access should follow the instructions issued to them from the Council guards. Nobody may enter the Council halls nor any of the committees meeting places during sessions other than MPS, assigned employees, those delegated by the Prime Minister or other Cabinet members for assistance or those permitted by the Council or Committee to attend. There are specially designated places for representatives of newspapers and other media and also the public on the balconies of the Council to view its sessions. The Council Speaker decides the rules and regulations for issuance of access permits to these balconies. Those permitted to enter into the Council balconies should remain utterly silent and seated throughout the duration of the session without showing any signs of approval or disapproval and should comply with the instructions and remarks made by those officially assigned to maintain order. Those officially assigned to maintain order should compel anyone who has caused noise or violated order after permission to enter into the balconies to leave the balcony. If the violator fails to comply, the Speaker may order the Council guards to evict and hand the violator over to the competent authority if an exigency arises. (IY)
