The Russian government has proposed legislation to provide aid to groups trying to identify the bodies of soldiers killed in combat. The bill, which will be introduced in the Duma or parliament, would allow the government to give such groups financial aid and technical assistance, RIA Novosti reported. The bill also includes tax breaks for groups trying to identify war dead. The Soviet Union, which entered World War II when Germany invaded it in June 1941, lost between 9 million and 14 million soldiers, many of them buried in mass graves. More than 2 million were killed just in the siege of Leningrad and the battle of Stalingrad.
