The political components in the mini-committee of the Working Group on the South issue at the comprehensive national dialogue conference (NDC) signed on Monday evening on the document of solutions and guarantees to the issue . Among the themes included in the document is the following: The document stipulated that President Abd Rabbu Mansour Hadi, President of the NDC, forms a committee under his chairmanship to determine the number of provinces and its decision shall be in effect. The presidential committee will consider the options of the six provinces and the two provinces and any other option between them so as to achieve the consensus. The document also stipulated the tacking of the past injustices without delay according to a schedule specified within the implementation of the dialogue outcomes, with providing the funding for the obligations of reparation, including restitution of the confiscated and looted property. The document also underlined the comprehensive and just solution to the South issue within the framework of a unified state based on federal and democratic foundations. The document stipulated that the state-building stage begins from the adoption of the new constitution and ends in a period determined by the constitution, and the constitution of the federal state defines the distribution of powers and responsibilities clearly. The document stipulated that during the first election round after the adoption of the constitution the South will be represented by 50 % in all the leading structures in the executive, legislative and judicial bodies, including the army and security institutions. At the international level, the document requested the UN Security Council and the Gulf Cooperation Council (GCC) to adopt resolutions in support of this agreement.
