Daesh should be combated not only by military and security ways but also by cultural and thought tools, said Ammar al Hakim, the head of the Iraqi higher Islamic council.
"This will make the battle against the terrorist group comprehensive," Hakim said on Wednesday.
He condemned the recent beheading of 21 Egyptians in Libya by Daesh.
He said his country has warned repeatedly of the spread of terrorist groups in the region.
All Islamic and Arab countries are exposed to slip into chaos, Hakim said.
