Secretary General of the National Mujahideen (war veterans) Organization (ONM) Said Abadou called Saturday in Algiers, as part of the consultations on the revision of the Constitution, for a semi-presidential system for a better effectiveness of the constitutional institutions’ actions.
“ONM put forward proposals to enrich the revision of the Constitution, among which the implementation of a semi-presidential system,” said Abadou in a statement to the press, following an audience with Minister of State, Principle Private Secretary of the Presidency of the Republic, Ahmed Ouyahia, in charge of conducting consultations on the constitutional revision.
ONM prefers a semi-presidential system because “it ensures the effectiveness of the actions of the constitutional institutions,” he added.
The principle of separation between the three powers (executive, legislative and judicial) was also tackled, said Abadou.
“We believe in the principle of separation between the three powers,” he said, underlining the need to review the missions of the executive power.
For Abadou, the executive power must be responsible before the Parliament whose prerogatives should be extended, such as the control of government.
