President Abdel Fattah El Sisi issued a decree sanctioning the second amendment to an aid deal between the US and Egypt.

The deal was signed in Cairo on September 15, 2015 on managing Egyptian utilities while preserving ratification rights. 

The decree, pending endorsement, was published in the Gazette on Thursday.
