HE Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani chaired the cabinet's regular meeting at its Emiri Diwan premises.
During the session, the cabinet reviewed topics on the agenda, taking a set of decisions and measures.
The cabinet took the necessary measures to issue a draft law amending some provisions of Law No. 3 of 2007 on the use of natural resources, after examining the recommendation of the Advisory Council on the draft law.
According to the amendment, the Ministry of Environment, in coordination with concerned authorities, is responsible for authorizing any natural or legal person to extract, transfer or use the soil, sands, and stone materials and their derivatives used in construction, paving and backfilling, in accordance with the conditions and procedures to be established by a decision of the minister of environment.
Without a permit from the ministry, it's not allowed to extract, transfer or use the soil, sands, and stone materials and their derivatives used in construction, paving and backfilling.
The cabinet has also approved a draft law regulating dealing in subsidized commodities, with the bill defining subsidized commodities as food supply and fodder that are subsidized by the state. No natural or legal person is allowed to deal in these commodities without being granted a permit from the authorized department, which sets conditions for those licensed to deal in the commodities and draws the mechanism of submitting a request for a permit and its duration.
A cabinet decision specifies subsidized commodities, their maximum prices, and beneficiaries of the subsidy. The minister of economy and commerce specifies, via a decision, regulations of licensing the selling of these commodities, with or without the subsidy, to non-beneficiary segments and setting a maximum price on them.
Holders of permits to deal in subsidized commodities are prohibited from selling them or putting them on sale for a price that exceeds the maximum one, selling them at less weight than that specified by the relevant department, replacing them with commodities of less quality to sell them and make profit from the difference in prices, mixing them or changing their composition and possessing them in that condition with the intent of dealing in them, hiding them, or exporting them.
Beneficiaries of subsidized commodities are prohibited from reselling them, putting them on sale, swapping them, or disposing of them. Subsidized commodities can't be taken out of the country, and no one is allowed to use them or part of them to produce another product without the permission of the concerned department.
 The session examined a set of issues and took the appropriate decisions. The cabinet reviewed its draft decision to amend the regulation of some administrative units that make up the Ministry of Environment and establish their powers. It also reviewed a draft decision by the minister of environment to create departments in the ministry's administrative units and establish their powers.
In addition, the cabinet reviewed a letter by HE the minister of energy and industry on studying the mechanism of supporting the industry of vessel building and maintenance in Qatar. It also reviewed a draft decision by the minister of environment on organic farms.
The cabinet examined a letter by the head of the appeals committee at Qatar Financial Markets Authority (QFMA) on the committee's report for the period of January-June 2014.
Established at QFMA and headed by one of the Court of Appeal presidents with two Court of Appeal judges and two securities experts acting as members, the committee is responsible for deciding on appeals against penal decisions issued by QFMA. The committee examined a number of appeals in the aforementioned period and issued its decisions in this regard.
Additionally, the cabinet reviewed HE the minister of environment's letter on the outcome of the 26th session of the council of Arab environment ministers, which was held in Jeddah last November.
Finally, the cabinet ratified a draft memorandum of understanding in the field of youth and sports between the governments of Qatar and Kuwait. It also endorsed a draft memorandum of understanding for cooperation in education, higher education and scientific research between the governments of Qatar and Somalia.
