A motorbike was behind the explosion on the Giza Ring Road that left one person killed and another wounded, the Interior Ministry said in a statement.
The blast left the driver, a 23-year-old technician, dead while the police were patrolling the ring road arrested the other as he was trying to flee the scene.
The two are Embaba residents.
A security source has earlier said that the two were carrying a bomb while driving a motorbike when it went off.
Investigations are underway to reveal the circumstances of the accident.
