HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al Thani presided over the cabinet weekly regular meeting held at the Emiri Diwan premises here on Wednesday. Following the cabinet meeting, HE the Deputy Premier and Minister of State Minister for Cabinet Affairs Ahmed bin Abdullah Al Mahmoud stated the following: The cabinet discussed topics tabled on the agenda as follows: First: Taking necessary measures to issue a draft law organizing nurseries, after reviewing the relevant  recommendation of the Advisory Council . Nurseries aim to provide integrated care services for children and provide the appropriate conditions for the development of their skills and talents in various fields using sound education methods. They are also responsible for the safety and comfort of children enrolled. Under the draft law, the relevant administrative unit at the Ministry of Labor and Social Affairs, should issue licenses for nurseries and also oversee them. The bill addressed the special provisions regarding conditions and procedures for issuing nurseries license, the obligations of a licensee, the waiver of the license, the management, penalties in case of breaching regulations established by the law in this regard, and requiring nurseries existing at the time of the issuing the law to adjust their positions in accordance with the provisions within six months from the date entering into effect. Moreover, Minister of Labour and Social Affairs, issues the decisions necessary to implement the provisions of the law. Second: Taking the necessary measures for issuing a draft law regulating the real estate development after the cabinet took note of the Advisory Council\'s relevant recommendation. Such a draft law aims to update new types in dealings with the real esatate area with a view to maintaining the rights and preserve real estate property and to facilitate and hurry up settling real estate development related disputes. Third: Approving the Minister of WAQF ( Islamic Endowments) and Islamic Affairs\'draft law forming a sharia panel at the ministry to give the sharia opinion in topics sent by the Waqf General Department , the Zakat Fund Department and the other items referred to it on part of the minister .  The said panel affilites to the minister\'s office. Fourth: Approving the draft law of the minister of economy and trade forming a committee of the organs concerned with studying mattera related to granting licences to the commercial , public and similar stores in the quarters, zones and streets and defining their functions. Fifth: Approving the following: A- A draft agreement on regulating the use of ivorian labourers in qatar between the governments of Qatar and C?te dIvoire. B- A draft declaration of joint intentions in the legal cooperation field between the Qatari Ministry of Justice and the Attorney General offfice in Brunei Darussalam. Sixth: The cabinet reviewed the following items and took the appropriate relevant decisions: 1-A letter of HE the Minister of Development Planning and Statistics concerning the document, \"the general developed framework of the GCC population strategy\" . 2- A letter of HE the Minister of Energy and Industry who is also the chairman of the permanent committee of water resources concerning the two following reports on the committee\'s activirties: - The third and fourth quarter report of 2012. -The first quarter report of 2013. 3- A proposal concerning access into the 6th annex of the International Convention for the Prevention of Pollution from Ships (MARPOL) -78/73.    The cabinet has discussed the e-hacker which happened recently to government websites . The cabinet was also briefed on the report of HE the Minister of Communications and Information Technology on such a topic and whatever measures taken in this respect.    The cabinet urged for more cooperation between all the government organs and the ministry of communications and information technology in this regard.
