Fourteen expatriates, including 11 women, were arrested in Muttrah for preparing henna without a licence, Muscat Municipality tweeted on its official twitter handle.
“The expatriates were making henna without license in Muttrah Souq. They were caught in a raid on Sunday evening,” the tweet added.
