Amnesty International stated governments which wanted to protect their borders ignored the rights of immigrants and refugees. Amnesty International, in its annual report 2013, stated that "the rights of millions of people who run away from war and violence to find a job and have better standards of living were ignored". Emphasizing the violence in Syria and the year 2013 as a lost year for Syrian people, the organization underlined that Syrian refugees had been living under very bad conditions. Secretary General of Amnesty International Salih Shetty said the international community failed to act in the matter of Syria refugees. Shetty indicated that "especially, the United States wants to protect its border more than refugees rights."
