Chinese nuclear envoy visits Pyongyang

China's top nuclear envoy is visiting Pyongyang, North Korean media reported Monday, in what appears to be another Beijing-led initiative to restart stalled denuclearization talks. The North's Korean Central News Agency (KCNA) did not give additional details other than that Wu Dawei has arrived in Pyongyang on Monday. Wu was recently in Washington late last month to meet with his U.S. counterpart and other officials who deal with North Korea policy. China is the host of the six-nation forum, also involving the two Koreas, the U.S., Japan and Russia, that aims to end Pyongyang's nuclear development. The forum last opened at the end of 2008, and satellite images in recent months suggest North Korea has resumed activities at its nuclear facilities that were supposed to be mothballed under agreements from the six-party talks. Beijing has been leading efforts to restart the talks, with Wu visiting Pyongyang in late August for meetings with his North Korean counterpart Kim Kye-gwan. Other member nations have also been on the move, with South Korea's chief nuclear envoy Cho Tae-yong currently in Washington for bilateral discussions with U.S. officials and a separate trilateral meeting including the Japanese envoy. Cho is scheduled to go to China in the middle of this month for talks with Wu. After its third nuclear test in February, North Korea has been saying it is willing to return to the negotiation table without condition. Seoul and Washington are lukewarm in their response, demanding that Pyongyang first prove its sincerity about denuclearization. In an interview with BBC last week ahead of her visit to London, President Park Geun-hye said the international community must break the "vicious cycle" of North Korea making denuclearization promises but reneging and earning time to advance its nuclear program.
