Czech President Milos Zeman on Wednesday signed an addendum to the Lisbon Treaty establishing a fund in aid of the endangered eurozone economies, completing the process of ratification in the whole EU.European Commission President Jose Manuel Barroso, who is on a two-day visit to the Czech Republic, attended the ceremony.Zeman said the Czech ratification of the document is mainly of a symbolic importance. He said he is convinced that by the time the Czech Republic adopts the single European currency, problems like those now experienced by Greece and Cyprus will already be overcome."I fully respect the stand of the two houses of Czech parliament that have approved the fund even with a qualified, that is constitutional majority," said Zeman.Barroso said Zeman's signature testifies to the need for stability and cooperation as conditions for further growth in Europe. He said the situation in the EU is still fragile and it is necessary to complete the reform of the EU public finances management.The addendum was refused by former Czech President Vaclav Klaus as a "monstrous and absurd thing." But the fund has been functioning since last autumn even without the Czech signature.
