Estonia's PM to start talks on new government after election victory

Estonia's prime minister is preparing to form a new government after his ruling Reform Party won the parliamentary election, Fox News reported Monday.
The country's president is suggesting that he create a broad coalition.
Prime Minister Taavi Roivas' center-right group, which includes the Social Democrats, lost seven seats in the vote Sunday and now has 45 lawmakers in the 101-seat Parliament, prompting the negotiations with smaller parties to form a majority coalition.
The main opposition Center Party gained one seat for a total of 27 lawmakers.
Roivas has ruled out working with them, since their leader is deemed by many as being too pro-Moscow in the Baltic country that was occupied by the Soviet Union for nearly five decades.
Roivas was to meet President Toomas Hendrik Ilves later Monday before the coalition talks.
