U.S. Secretary of State John Kerry's plan to restart Israel-Palestinian talks involves Israel releasing 103 Palestinian prisoners, the Al Hayat newspaper said. Citing Western diplomatic sources it did not name, the newspaper, based in London, said Kerry's plan for renewed peace talks between the two nations also involves a freeze in construction of new settlements outside of main settlement blocs in Palestinian territories, Ynetnews reported. Israel and the Palestinian Authority would then be required to take part in direct negotiations during a period of six to nine months, the Al Hayat report said. Kerry is expected to return to the Middle East soon to work on the deal.
