Caretaker President Moncef Marzouki said on Monday in Doha, where he is attending the 24th Arab Summit, that eradicating corruption required setting up an efficient and transparent legal system that enables post revolution Tunisia to achieve its democratic transition and establish a rule of law.At a conference-debate held on Monday evening at the UN centre for primacy of the law and fight against corruption in Doha on "establishing the rule of law and fighting against corruption in post-revolution stage," President Marzouki said that so far Tunisia did not manage to find a balance between transitional justice and "vindictive justice.""Transitional justice was possible in the first six months after the revolution but now it is not so easy," he declared.The transitional stage, he added, has favoured a consensus between the different political players, stressing that however this consensus is "threatened".Marzouki also spoke of the existence of armed groups in Tunisia, reckoning that they represent a threat to the country's stability and security, pointing out however the need to deal with people involved in acts threatening the country's stability in compliance with human rights.Answering a question about the impact of foreign challenges on the Tunisian revolution process, the President affirmed that "the Tunisian revolution was spontaneous and had surprised Western states which were unable to control its direction.""Tunisia does not allow any party to interfere with its internal affairs and its sovereign decisions," he said stressing that Tunisia's relations with its partners are based on respect, mutual trust and constructive co-operation.Marzouki said in conclusion that what is threatening regional and national security is Syria, which has now become the destination of armed groups and jihadist fighters who include several young Tunisians
