Russian Premier Dmitry Medvedev has signed a resolution amending the regulations for Russian consular registration of children adopted by foreigners and the provision on activities of foreign organizations for adoption of Russian children, the Russian government press service said. The document is aimed at improving the mechanisms to protect rights and interests of Russian children adopted by foreign citizens, to prevent illegal, including intermediary, activities for child adoption and to ensure better control over the living conditions and upbringing of adopted children. It specifies requirements for appropriate state services in a foreign country to present reports about an adopted child's life. In accordance with the regulations, the federal and regional authorities must inform each other about cases of death of an adopted child, abuse and violation of a child's rights.
