Prime Minister Hisham Qandil congratulated the Egyptian people on the approval of the country's new constitution, the first after the January 25 Revolution. "The true winner is the Egyptian people and there is no loser in the referendum," Qandil said. Qandil asserted that the new constitution will be for all Egyptian through its articles that ensure rights and freedoms and form the foundations to build a democratic society. The premier called on all political powers to cooperate with the government to start a new phase of serious work towards the completion of establishing the elected institutions according to the new constitution. The High Elections Commission (HEC) on Tuesday said about 63.8 of Egyptians voted 'yes' to the constitution, while 36.2 voted 'no' in the referendum.
