UN Secretary General Ban Ki-moon has appointed Ian Martin, a veteran of post-conflict nation building, as UN special envoy for Libya, the German press agency (dpa) reported on Monday. The appointment comes as countries that support Libya plan to meet to pursue reconstruction planning in the war-torn country. Their meeting will take place at UN headquarters on Tuesday after the UN Security Council last week deployed a support mission, which will be headed by Martin, and lifted the embargo on oil exports and the freeze of assets that belonged to the Muammar Gaddafi regime. UN Secretary General Ban Ki-moon also appointed Georg Charpentier of Finland as Martin''s deputy. Charpentier has extensive humanitarian and development experience.
