The Vatican Friday welcomed the upgrade of the status of Palestine to a non-member observer in the UN, and hoped it would pave way for the holding of final-status negotiations to to solve the Palestinian cause in a way that Jerusalem would have a special international status. The Vatican, in a statement, welcomed the UN General Assembly's (UNGA) overwhelming approval to upgrade Palestine from an entity to a non-member observer. However this move was not enough and other regional problems needed to be addressed, it said. The Vatican was following the steps that lead to the UNGA's decision and based its vote on UNGA's resolution 181 of 1947 as "the legal foundation for two states one of them was not established for past 65 years."
