HE Speaker of the Advisory Council Mohammed bin Mubarak Al Khulaifi has stressed that Qatar, under the wise leadership of HH the Emir Sheikh Tamim bin Hamad Al-Thani, has firm positions towards supporting Palestinian people and has continued backing and defending their legitimate rights in all international forums in order that they achieve a just peace and establish their independent state with Al Quds Al Sharif as its capital.
Delivering a speech before the 24th conference of the Arab Inter-Parliamentary Union which kicked off today in Rabat, His Excellency said that the Palestinian cause is the central issue of the Arab nation.He added that Israeli actions in Palestinian territories- including killing, displacement, assassinations, house demolitions, land leveling and dismemberment of cities and building settlements as well as barriers and the construction of the racist wall, along with incursions and desecration, murder, detention and displacement of the population in Al Quds and the excavations under Al-Aqsa Mosque to destroy it as well as building a fence barrier around it. All these show that this arrogant enemy does not care nor fear UN resolutions, including resolution No 2334 issued in December 2016, which said that all Israeli settlements are illegal and constitute a violation of international law, he said. 
HE the Speaker of the Advisory Council pointed also to Israel's recent issuance of a set of laws forcing Palestinian citizens to leave their homeland, adding "we want peace based on justice and international law and based on the internationally recognized resolutions and the and the principle of land for peace." On the reinvigoration of the Arab common market, HE Al Khulaifi said it has become an inevitable reality imposed by the desire to stay among the ranks of leading countries, pointing out that changes taking place in the world posed challenges associated with globalization, which in turn imposes social, political and economic burdens on the Arabs in general.
He praised the Operation Restoring Hope in Yemen, led by the Kingdom of Saudi Arabia, in to secure its stability and defend the safety and security of the Gulf Cooperation Council (GCC), stressing the importance of a political solution in accordance with the GCC initiative and the outputs of the comprehensive national dialogue and Riyadh Conference .
HE the Speaker of the Advisory Council also hoped that Libya would overcome the challenges facing its people, expressing hope that the security and stability would prevail all over the country. 
Regarding Syria, he deplored the continued suffering of Syrian people- including killing and arrests, displacement and destruction of property by the Syrian regime. He hoped that the conference would achieve its objectives in coordinating positions and strengthening cooperation between the participants to reach decisions and recommendations that meet the aspirations of the Arab people towards further progress. 
HE the Advisory Council speaker said terrorism is the biggest challenge of the century and is as serious issue as wars and poverty, adding that it is a plague that threatens the lives of innocents, destroys properties and resources, and causes lack of security and safety in society, which, he said, calls for togetherness and cooperation to uproot it. 
HE Al Khulaifi said distinction must be made between legitimate resistance and terrorism, noting that resistance is the result of aggression or occupation. As for sustainable development and social justice, the speaker said sustainable development is a comprehensive concept that relates to the continuity of the economic, social, institutional and environmentalist sides of society whose institutions enable it to address their needs and express their existence while preserving biodiversity and sustainability of positive relations between the human system and bio-system, so they don't jeopardize the chances of future generations in living a decent life, while at the same time preserving youth from extremism that is nurtured by poverty and ignorance. 
HE Al Khulaifi said social justice means enabling everyone to socially, economically and politically integrate regardless of age, gender and background. 
Addressing the issue of human rights, he said they are the minimum threshold that should be given to each human being, noting that the progress of countries is measured in that way. 
As for women and enhancing their participation in the public sphere, HE Al Khulaifi said Qatar has worked to provide the appropriate circumstances to carry out that role, noting that women have held ministerial and diplomatic posts and were elected to the Central Municipal Council. 
He added that the significant role that Qatar carries out in family care is reaffirmed through Article 21 of the constitution, which stipulates that the family is the base of society. He said that law regulates means of protecting the family and preserving motherhood, childhood and aging.
The Advisory Council speaker said youth play an important role in the construction, progress and development of societies as they constitute the biggest segment of society. He added that investing in youth and promoting their talents is a basic pillar of building a modern advanced state. In this context, HE Al Khulaifi said, parliamentarians must work to provide the requirements for a new generation of young people so as to adopt the scientific, social and economic issues that would enhance the status of regional peoples among their world counterparts. 
At the outset of his address, HE the Advisory Council speaker had extended his thanks to Morocco's king, government and people for hosting the conference and the hospitality. He also congratulated the country for its return to the African Union as the 56th member state.
