Egypt's HCC head announces date court will address legal challenge to elections law threatening future of Egypt's upper house of parliament, advisory board pushes for verdict of 'unconstitutional' Egypt's High Constitutional Court (HCC) will look into a legal challenge questioning the constitutionality of the Shura Council (Egypt's upper house of parliament) on 2 December, HCC head Maher El-Beheiry announced Wednesday. The complaint concerns the elections law which dictates the formation of the Shura Council. If the legislation is found unconstitutional it would threaten the future of the parliamentary body. The challenge had been referred in July by the Supreme Administrative Court to the HCC to give its final verdict. The HCC advisory board report recommended that the Shura Council elections law be considered unconstitutional in line with a similar ruling concerning Egypt's People Assembly (lower house of parliament). In June, the HCC declared that the People's Assembly elections law was unconstitutional and the legislative body was consequently dissolved. From Ahramonline
