Beheira security bodies arrested the owner of fishing boat that sank off the coast of the Mediterranean on Wednesday in Burg Rashid, a village in the northern Beheira governorate.
Fifteen crew members and human traffickers were also arrested, said Beheira security chief Alaa El Din Shawki.
All arrestees are residents of Rosetta.
So far, naval forces managed to recover 202 bodies while 164 others were rescued.
The overloaded boat bound for Italy was believed to have been carrying 450 illegal migrants when it overturned Wednesday.
Many of those on board were from Egypt, Eritrea and Somalia.
