Palestine's Fatah advisory council says peace, security and stability start from al-Quds.
The council on Sunday warned of the danger of attacking holy sites and turning the conflict into a religious one.
The council urged to unite authorities and agencies working to protect al-Quds, Islamic and Christian sites in the holy city.
"Submitting a draft of the national decision to end the occupation and establish an independent state to the UN Security Council will attain a historic achievement for the Palestinian people," the council said.
The council also condemned Hamas decisions that led to cancel Fatah's festival to commemorate the 10th anniversary of the death of late Palestinian president Yasser Arafat and impeding the work of the national reconciliation government.
The council also condemned bombings that targeted Fatah leaders' houses in Gaza.
"The return of legitimacy is the only way for Gaza's reconstruction," the council stressed.
