Kerry: Russian troops withdrawing from Ukraine

US Secretary of State John Kerry said Tuesday that Russian troops were withdrawing from Ukraine, a key step for sanctions to be lifted against Moscow.
"The troops are pulling back. The heavy equipment still has to be pulled back and the border is yet to be properly monitored and secured," Kerry said after a meeting with his Russian counterpart Sergei Lavrov in Paris.
