Obama: Too early to tell if Russia's Syria plan will work

US President Barack Obama said Tuesday it was "too early to tell" if Russia's plan to neutralize Syria's chemical weapons would work, but welcomed it as an alternative to military action. "Any agreement must verify that the Assad regime keeps its commitments, but this initiative has the potential to remove the threat of chemical weapons without the use of force, particularly because Russia is one of Assad's strongest allies," Obama said in a live televised address.
