White House: Obama to make statement at 2300 GMT

President Barack Obama will make a statement on Thursday after Congress backed his plan to arm moderate Syrian rebels as part of his strategy to take on the Islamic State group.
Obama will speak from the White House at 2300 GMT, shortly after the Senate signed off on the plan, already approved by the House of Representatives, as the United States escalates its effort to destroy the Sunni extremist group in Iraq and Syria.
