
Leaders of the 27-member European Union are to begin a summit here Thursday evening focussed on the economic situation in Europe. "Then we will debate on youth unemployment. Third, we will discuss how to develop the economic and monetary union, through government budgets, more common policies on banks and more economic policy coordination," she said.
