President Abdel Fattah El Sisi issued a decree appointing Kamal Gad Sharobim Saad as the secretary general of the specialized councils.
Saad will succeed Tarek Shawki, who was appointed as Egypt's Education Minister.
Under the decree, that was published in the Gazette out Wednesday, the new secretary general can name more than one deputy to assist him.
The four specialized councils were formed by President Sisi in 2015 to focus on economic development; foreign policy and national security; education and scientific research; and community development. They are independent councils that report back to the president.
Also, Sisi issued a decree pardoning the full sentence or the remaining jail term of 203 prisoners.
