The launch of an anti-hybrid war competence center was observed in Helsinki on Tuesday.
Finland will be hosting the hub that will enhance the capabilities of the 11 participating countries in averting and tackling hybrid war threats.
Involved in the cooperation are Finland, Estonia, Britain, France, Germany, Latvia, Lithuania, Poland, Spain, Sweden and the United States.
Representatives of NATO and the EU also arrived at the occasion. The agreements on the launch were signed in Helsinki on Tuesday.
The annual budget of the centre is around 2 million euros, Finnish national broadcaster Yle reported. Finland will cover a sizable part of the costs.
Hybrid warfare is understood to include operations such as spreading rumors and interfering with telecommunications. It could also involve the use of armed forces with covert identities.
