EU High Representative Catherine Ashton met the Prime Ministers of Serbia Ivica Dacic and Kosovo Hashim Thaci in Brussels Sunday night for the continuation of discussions to normalise between the two Balkans countries on the basis of the April agreement. Ashton in a statement Monday said the two Prime Ministers reached an agreement on telecoms and energy. "Regarding the November municipal elections (in Kosovo), we reviewed progress made and took some important decisions to ensure fair elections with the fullest possible participation in the electoral process," she noted. It will be for the first time that Kosovo will hold local elections for its entire territory since it gained independence from the Serbian rule in 2008.
