Russian President Dmitry Medvedev instructed the government to take measures to cease air carriers that do not meet flight safety standards from operating in Russia by November 15, the Kremlin said on Sunday."A package of measures to cease air carriers that do not meet flight safety standards from operating in Russia must be introduced by November 15, 2011," the president said.Medvedev also instructed the government to work out measures to oblige air carriers to equip planes with emergency locator transmitters.A series of deadly air crashes took place in Russia over 2011, with last of them taking place outside the Volga city of Yaroslavl on September 7. The crash devastated virtually the entire Lokomotiv Yaroslavl professional hockey team.
