Obama: 'major disaster' in N. Carolina, New York

US President Barack Obama on Wednesday declared a "major disaster" exists in North Carolina and New York following last weekend's Hurricane Irene, which unleashed massive flooding. The move will make federal funding available for relief efforts in both hard-hit states.
