UN envoy to Libya Martin Kobler said on Tuesday that a political agreement reached in the Moroccan city of Skhirat in December 2015 made no progress.
"Cooperation within and between many Libyan institutions remains gridlocked," Kobler said in a briefing to the UN Security Council on the situation in Libya.
"The international community is in consensus and supports the Libyan Presidential Council and the Libyan political agreement," he tweeted.
Libyans are frustrated due to the slowed down progress and they have the right, he added.
“Mistake was to leave Libya alone after 2011. We must engage more with our Libyan partners,” he said.
“The Libyan political agreement remains the only viable framework. It is without alternatives. Even the most vociferous critics of the agreement acknowledge that,” he added.
