Human resources development, in particular building effective human capital, acquires special importance in Kuwait, Minister of Social Affairs and Labor and Minister of State for Planning and Development Hind Sabeeh Al-Sabeeh said on Monday.
Al-Sabeeh made the statement at the opening of the "Human Development Forum 2014" organized by the Supreme Council for Planning and Development in cooperation with the Arab Planning Institute and the World Bank, under the auspices of His Highness the Prime Minister Sheikh Jaber Mubarak Al-Hamad Al-Sabah.
The two-day Forum embodies close strategic cooperation among the three organizing bodies and touches on one of the vital development issues gaining growing interest worldwide, Al-Sabeeh said. In Kuwait this is translated into efforts to build effective human resources capable of implementing the development plans as aspired.
She added that Kuwait's first mid-term Development Plan (2010/2011-2013/2014) established planning as an effective method for managing development as well as directing national resources toward achieving strategic goals, the minister said. It has also set social and human resources development as the country's top priority.
Through implementation phases, various challenges emerged for decision makers, planners and policy makers, topped with imbalance of population structure, housing care and the weak public services, especially in education and health care, Al-Sabeeh noted.
However, the second mid-term Development Plan has several advantages and opportunities that must be seized and built on, she said. This plan comes amid challenges that force decision makers to work harder to realize tangible economic and social achievements that reflect the country's actual capabilities and fulfill citizens' expectations.
Kuwait's second mid-term Development Plan (2015/2016-2019/2020) focuses on human resources development as the base for any activity, Director of Arab Planning Institute Dr. Bader Mallah told the opening session of the Forum.
The Plan has 11 pivots, covering fields like population structure, social care, youth and housing care, he added.
The World Bank has launched the Forum with the participation of 10 government institutions and civil society organizations, in support of the economic and social development in Kuwait, Bassam Ramadan, WB Country Manager in Kuwait told the event.
He stressed that the WB is a strategic partner for Kuwait, supporting the country's efforts for realizing social and economic development.
