At least 15 Turkish soldiers were killed on Sunday in an attack carried out by Kurdistan Workers Party (PKK) militants in a southeastern province, Sky News reported.
Turkish Prime Minister Ahmet Davutoglu cut short a visit to the city of Konya to convene a security meeting in Ankara.
President Recep Tayyip Erdogan reacted to the attack during a live television interview.
"A mine attack has been staged. There will be a very particular and decisive fight there. We are very sad," he said.
"The weather conditions were unfavourable. A struggle was being waged under such conditions," he said, adding the attack happened during a "clean-up operation" against PKK militants.
"A new strategy will be adopted in the fight against PKK terror. We'll continue with determination," Erdogan added.
